CITY HALL · DEPARTMENT OF PLANNING & ZONING

City Planner

Plan a Shadows of Doubt city as loosely or as exactly as you like: paint the districts and let the game fill in the rest, or choose every building and street yourself. The checks use the game's own building and district rules.

ZONING CHART · NORTH ↑
Blue ring = the waterfront, built by the game around the blocks you plan. Small number = floors. Bar on a tile edge = the building's front. ? = the game picks a building that suits the district. Strips between tiles are streets: main road back street alley. Blank = the game decides by foot traffic.
