Blue ring = the waterfront, built by the game around the blocks you plan. Small number = floors. Bar on a tile edge = the building's front. Round badge = businesses you chose inside. ? = the game picks a building that suits the district. Strips between tiles are streets: main road back street alley dead end (an alley walled off in the middle). Blank = the game decides by foot traffic.
